The play described below is provided for your review and discussion. The rulings given are based on NFHS rules. NCAA rulings may be different.
With time running out in the 2nd quarter, A-1 drives to the basket and attempts a layup. The attempt is unsuccessful and the horn sounds ending the quarter. After the horn sounds, A-1 intentionally shoves B-1 who had been defending the last second attempt. The officials charge a technical foul and award Team B two free throws before the teams go to the locker room. The officials start the 3rd quarter by awarding the ball to Team B and leave the AP arrow unchanged. Were the officials correct?
The officials were NOT correct. It is true that this is a technical foul since the ball is dead. Team B is entitled to two free throws. However, they should have been attempted at the beginning of the 3rd quarter. The officials correctly did not switch the AP arrow when starting the 3rd quarter. However, since this foul occurred after the 1st half had ended, Team A should have had one team foul to begin the 3rd quarter. In addition, since the half had ended, A-1 is considered bench personnel. As such, this foul is also charged indirectly to the head coach of Team A.
