Team A is awarded the ball out of bounds for a designated spot throw-in. Thrower A-1 dribbles the ball twice before making the throw-in. The dribbled ball never touches inbounds.
Handle the situation.
This is legal play. As along as A-1 does not leave the designated throw-in spot, dribbling a ball that does not touch inbounds is legal. Of course, A-1 must release the ball on the throw-in before five seconds have elapsed.
