During the 2nd quarter A-1 is trapped by B-1 and B-2. B-1 manages to get his hands on the ball and the official sounds the whistle for a held ball. As the whistle is sounded, A-1 manages to pull the ball away from B-1 and A-1’s elbow contacts B-2 in the face knocking him down. The contact is clearly after the whistle has sounded. Handle the situation.
Since the contact is clearly after the whistle has sounded, the ball is dead. By rule, in order to have a foul due to contact when the ball is dead, it must be intentional or flagrant. Such a foul would be a technical foul.
Under the Point of Emphasis from years past regarding contact above the shoulders, contact from a moving elbow should be ruled as intentional or flagrant. In this case, since the contact resulted from a basketball play, the contact should be ruled as intentional. This results in a technical foul being ruled against A-1. Team B will be awarded two free throws and the ball for a throw-in from the division line opposite the table.
