The play described below is provided for your review and discussion. The rulings given are based on NFHS rules. NCAA rulings may be different.

Dribbler A1 is guarded by B1.  As A1 tries to go past B1, A1 swings an elbow (not excessively) and hits B1 in the chin.

Handle the situation.


This is an intentional foul by rule.  Such a foul would usually be ruled a player control foul if the contact was below the shoulders.  However, since the contact was above the shoulders, it is an intentional foul.  B1 should be awarded two free throws.  Team B will be awarded the ball for a throw-in at the out-of-bounds spot nearest to where the foul occurred.

    Very Interesting Play. We, as Officials, need to get this Play correct. There is a huge
    difference between Player Control Foul (No Foul Shots- B-1 ball for throw-in nearest
    to where the foul occurred). Intentional Foul– 2 Foul Shots plus the ball to B-1 for
    throw-in nearest where the foul occurred. Thanks.
