The play described below is provided for your review and discussion. The rulings given are based on NFHS rules. NCAA rulings may be different.

A-1 is dribbling up the court when he is trapped by B-1 and B-2.  The ball comes loose.  A-1 pushes B-1 attempting to recover the ball and is whistled for a common foul.  It is the 7th team foul of the half for Team A.  The official awards a 1-and-1 bonus free throw situation for B-1.  Is the official correct?

The official is NOT correct.  Although the ball is loose, team control has not ended for Team A.  Team control only ends in three ways, the release of a try, the start of player control by the opposing team and the ball becoming dead.  As such, A-1’s common foul is a team control foul.  No free throws should be attempted since the penalty for a team control foul is possession to the offended team.  (References: Rule 4-19-7, 4-12-3, 4-12-4, 10 Penalties 1b)
